Born in Honolulu, Hawaii, in 1897, Howell resided in Washington, D.C. from 1914 to 1917. She studied at the Corcoran Art School and the Philadelphia School of Design.
She moved to New York City and then to Rockport, Massachusetts where she lived from 1917 to 1962. Philadelphia was her home from 1963 until her death in 1968. This Gloucester harbor scene, done in 1932 depicts a view of Gloucester from Rocky Neck.
